At a Government office, a worker finds the paper clip supply
running low

  1. A worker contacts the office supply manager about the shortage.
  2. The office supply manager schedules a meeting with Supply and Procurement departments.
  3. The departments meet to determine if the shortage actually exists and what should be done to remedy the situation.
  4. The shortage is verified and sent to the Review Committee on Procurement to address the shortage.
  5. The Review Committee commissions a study by the Procurement Review Board to determine how to rectify the shortage.
  6. The Procurement Review Board turns its finding over to the Environmental Review Committee to see if paper clip procurement is in keeping with Environmental Regulations.
  7. An independent study is ordered to be done by a political donor to the current Administrator.
  8. The independent study verifies that no danger to our Environment would occur by ordering the new supply.
  9. The Departmental Spending Review Board places the purchase of the paper clips on their calendar, scheduling it for review in the next fiscal quarter.
  10. The frustrated worker buys some paper clips and sneaks them into the workplace.
  11. The worker is suspended amidst Federal charges.
  12. With no new paper clips, the Department orders five million dollars worth of staplers, spending $700, 000 for publishing a thousand page guide on their use..

  3. The next day the paper clips are resupplied.
